[xbox series s] stuck on “is there a doctor”

I play on xbox and am stuck on the “is there a doctor in the house?” quest. There is no map marker and I can’t find Cassandra or Fiona in either the mass bay medical center, nor the nightingale camp. I’m at the point in rise of the commonwealth where I need to continue to recruit staff and work with hq. Is there anything I can do outside of console commands(again, playing on xbox). Ty

To unlock the Nightingales:
The Nightingale Camp should appear across from Diamond City Entrance when you have 30 residential plots across all your settlements and control at least 3 settlements.

Then you will need to complete the Nightingales quests included in Chapter 2, to recruit Cassandra.

I have completed angel of mercy. The hospital and camp both have general nightingales, but not Fiona nor Cassandra.

If you are unable to find Cassandra at Mass Bay Medical, then in your situation, you likely don't want to return to an earlier save having played onward, use the City Manager 2078 Holotape: Tools > Cheats > Quest Skipping and skip to the quest after Is There a Doctor in the House.
