Xbox : Only the base mod, but access to all

Hello, Just little something i don't understand.

I'm playing on Xbox One with ONLY Sim Settlement. But I have access to the interior plot, and i can assign someone to the building of the colony.. (I've already done it in fact, it works well)

I do not have the Three in one pack or RISE or the other one on my xbox. And I don't have ghost space..

Thoughts ?

Works as intended. Core mechanisms of those addons are in Sim Settlements itself.
