Generally you need 10 of a resource for a new recruit to be, er, recruited.
However I've noticed that you get a recruit for any amount over baseline - that is, if my lowest resource is at +23, I will get 3 recruits, not 2.
It's cool to get another recruit, but this causes you to be chasing shortfalls all the time, because those 3 get used by the new recruit who needs 10 and now instead of at break-even, I'm at negative 7.
Does that impact Morale or Happiness? If so, is there any way to cause partial credit to NOT allow a recruit, and only a full +10 per person?
