Try deleting ../Fallout4/Data/WorkshopPlus.ini and see if that makes a difference. It should reset your settings.
On first entering workshop mode on loading the game, you should fly immediately up into the sky - if not then there's something else wrong. Maybe try loading a save where you just got out of the vault and see if that helps.
Also, flying only seems to work at "official" settlements - ie if you created one yourself (by placing a workbench) - you are unable to fly. This might also be true at mod-added settlements. Always do bug testing at Sanctuary just to be sure.
You aren't wearing a jetpack ring, or using any mod that emulates or modifies a jetpack are you? If so, remove it first. I forget to remove such things sometimes before entering workshop mode!

Yeah my first post on this site is exactly the same problem as you are having, and I saw that post on the nexus at the time but my problem was load order.
To do what's in that post, which is a manual install btw:
Firstly uninstall WSFW in your mod manager. A complete uninstall, remove it entirely.
Then manually download WSFW from the nexus.
Then extract that file with 7.zip.
Copy the contents of that folder into C:\Steam\steamapps\common\Fallout 4\Data
Then enable that plugin in your mod manager.
I don't mean to sound like a jackass, but you can't honestly expect someone to take time out of their day to rdp into your pc to fix it for you.
There are plenty of tutorials out there and if you want to use mods effectively you need to learn how to do some of this stuff yourself. Otherwise your enjoyment of games depends on the availability of others.
The video I linked explains exactly how to do it, and besides there's no guarantee it's going to solve your problem.
