Settlers are locked out of activation. If you look at a settler in vats there is no name. When settlers
as if you want to assign them the dialog disappears.

Confirmed issue. Please switch back to WSFW 1.1.9 while @kinggath has a look into what is going on.

Settler dialogue is available with WSFW 1.1.9 with my one-and-only settler:

With WSFW 1.1.10, going up to my one-and-only settler the PC immediately states "I just want to trade a few things." - yet no trade dialogue comes up:

And I have no further interactable dialogue options with the settler:


Note that I am still able to assign him in Workshop mode to crops and presumably other items.
