Old Post Workbench Unlocked - Tying into Sim Settlements?

Question: (Testing) So I used Workshop Framework to "Claim Settlement". Was wanting to add Sim Settlements - test location Abernathy Farm. I had not done the Returning the Favor Quest. I built the City and sitting at the foundation level. I had originally shutoff the Leader Required as if I wanted a city where I had no one there ie Starlight.

So I did the quest for Blake, went back to him, Quest Complete - go to the desk and try to assign leader. Searches and says no leader available and that I need to make more allies. Check the holotape and turn leaders back on (trying)… same message, make more allies..

Is there a way this works or does this make selecting a leader not possible? Or is there a slick "developer" console command (Kinggath videos :) ) to make a leader? Or have I not played basically a vanilla game so long I forgot what making allies means?
Haha - anything is possible.

Or I guess, is there a way to re-lock the workbench, do the quest, then unlock normally? Would that fix the "allies" issue?
