Hi, your zip file just has one json file in it. Given that it lists addon packs I assume it is your city blueprint. Assuming you are not using a border extension mod or a scrap mod, you don't need to make a baseline profile, but you still need a scrap profile and use that plus this blueprint in the city creator webpage to make your city .esp file.

Yes, stayed away from scrapping mods. Should be almost plug and pray.
Like I said, work-in-progress, because even if kind of happy with it, I sense something is not quite right yet for publish.
