Will the new East Empire Expansion content be available for consumption outside of official Bethesda channels?

Long time lurker, first time caller. Will there be an option to download and enjoy the new East Empire Expansion content on Skyrim outside of an official Bethesda download? Is it even possible for content creators to host their files elsewhere?
