If it is your private stuff then the workbench is fine, the settlers will consume food/water if the settlement is not producing enough.
For things you do not want to be stolen i would suggest basement living and use a container inside the basement so that the settlers don't help themselves to your shinies.

But if you are thinking in the lines of the donation system in SS1 it is not a thing in SS2, the only things you can donate to the empiresystem is caps and scrap.

If the settlements are connected with the Caravan Plots the mod provides, they can share their "virtual storage" too. It's just that YOU can't use that.

to further clarify on Yaugie
The junk you find and put in the workbench is there for YOU.
The junk that the industrial plots produce is in the virtual storage for THEM
You can take your junk and donate it to the virtual storage for them to use but you can not take junk out of it.

Unlike in SS1 you cannot donate consumables/gear in SS2

Aw rats. I kind of liked that system, as it gave me a place to get rid of, I mean, donate, those massive stacks of cheap clothing / armour items, as well as all the in-game, radiation-infused food. Do you happen to know if it's permanently gone, or just not re-implemented for some reason?
