Primary Bug Report Where There’s Smoke - Quest fails to progress and Jake is non-interactable

Cant progress after finishing up the previous quest.
Meet Jake in the hardware store, no clipping through him, doesn't respond.
I have reloaded a save, same outcome, and i have saved far away from him/slept for 48 hours.

I am having this issue too. I just finished up "Where there's smoke", but I can no longer interact with Jake. He just aimlessly wonders around concord, and I am having difficulty progressing the Sim settlements 2 plot because I have to speak to jake in order to launch the next quest, so, at the moment, no sim settlements 2 quests are showing up as active.
