Not a bug When freedom rings fails to start

When entering concord when freedom rings fails to start, Preston doesn't do his speech and turns to go back inside. When entering the museum only some of the raiders spawn. When at the locked door, no raiders are kicking on it. Door remains locked. Preston and the gang are still flagged as "ghosts" and do not react to gun shots.

I use start me up and I suspect there is an incompatibility there for some reason.

Are you using any Creation Club Content?

Some of them bug the starting quests. Tunnel Rats is especially troublesome.
 
Negative, zero Creation Club content (I don't pay for mods).

Tested without start me up, or another start up mod, same effect. I loaded all my mods into fo4edt, Some assembly required and Unofficial patch both effect mq101 and mm00 disabled both of them and started a new game. Same thing, Preston turns and goes back inside.

The start up sequence for Conqueror has not completed at this point its about 50% of stage one, is that relevant as to why Preston may not give his speech?

This was cause by my own stupidity when making a mod to prevent the Minute Man from starting I edited the script to end out of time when the play hit concord. NMM failed to unload that script when I uninstalled it.
