Question When does a City Plan complete the building process?

Hi! I'm new to Sim Settlements and have been messing around with it. I'm in Sanctuary and one question I have is after I've chose a City Plan (after assigning a mayor) and it does the zoom out thingy with the music (super cool BTW) it looks like my City is built, however there are areas that appear to be missing (like random doors and windows not connected to anything) is the city still building at this point and I need to come back later and check on the progress?

Also, it says that I still have a quest when I start the City Plan and I'm unsure which quest it's talking about?

Not sure about the quest unless you have conqueror then go to Concord if you want to be a Raider :D, City plans have 3 levels give it 10 min to build, the city may seem a little empty or that your missing pieces but by level 3 you'll be seeing some incredible progress.
