What's the benefit of upgrading training plots?

Giving Sim Settlements 2 another shot on component difficulty. I'm not sure if I should actually be upgrading my training plots.

For example, the SS2 level 1 agility training plot requires 5 ceramic per day and can train 1 settler. The SS2 level 2 agility training plot requires 5 ceramic and 2 plastic per day and can train 2 settlers - but those costs are multiplied by the number of settlers, so to train 2 settlers uses 10 ceramic and 4 plastic per day.

So if I have 2 settlers I want to train in agility, I could use a level 2 agility training plot which consumes 10 ceramic and 4 plastic per day, or I could use 2 level 1 agility training plots which will together consume 10 ceramic but no plastic. (It gets much worse at level 3 where the ceramic required per settler goes from 5 to 10.)

I've only been able to think of two things that would make upgrading training plots worthwhile:
1) ASAM sensors or space in your settlement is really scarce to the point you just aren't able to build multiple training plots.
2) Higher level training plots train settlers at a faster rate.

I really, really want (2) to be true but several minutes of searching hasn't led me to any documentation suggesting higher level training plots train settlers faster.

Am I missing something? Is there a compelling reason to upgrade training plots?
