What is the relationship between outpost resources and regular settlement resources?

Is anyone able to set out the relationship between outpost and settlement shared resource networks?

I'm asking as every time I have converted a settlement to an outpost, accumulated caps across the entire settlement network are set to zero.

I'm working around the problem by magically conjuring up a stack of caps and donating them, but that isn't a particularly satisfying or immersive way to go about business.
