I did this up to the point of #8 where Salvidor is supposed to talk but has not. Is this due to me already claiming Quincy?

Had to do some counsel commands to get things to work correctly but got it done.

You can change them back, but they do not revert on their own.

How do you change them back? Also, My Summner Place is attacking me every time I put up defenses. How do I fix this?

Attacked as in turrets attacking you? Or settlers? Could be that control of the settlement didn't return to you yet, some waiting should hopefully resolve that.
You can turn outposts into normal settlements (using war planner desk, change outpost to settlement) or remove the requirement for only martial/municipal/residential plots (in the holotape/MCM). Shame we can't send them away to fight as mercs or whatever (aka lore friendly way to get rid of hundreds of soldiers).
