Before I start again to see for myself, does anyone, based on theory or practice, know:

1. Do prebuilt settlements require city plans?

2. If they don't, what if anything gets built?

3. Will civilians come to a prebuilt without a city plan?
 
Cities won't build in any way. You will need to build them yourself by manually placing down plots. Out of the box you will be able to build only in your main Outpost and any slave outposts you capture later. You can't build in vassal settlements unless you use the option in the holotape/MCM to retain control of vassals. At that point, of course, you can then manually place plots.

To get raiders to show up at Outposts, you can give Jammer stuff to recruit them (booze, caps and chems), and you can also build a recruitment beacon. I believe chems offer the best chance to recruit more raiders than any other method. If you choose not to take control of vassal settlements, no new people will show up there. Not sure as yet if you can then decide to reraid your vassal to turn it from vassal to slave outposts, but if not, I'd like to make a suggestion.

In short, 1) yes, 2) nothing, and 3) no, not without a recruitment beacon.
 
In my last run the two settlements i visited where built a bit. If i remember i started using cities lvl 1, 30% population and city plans
I'm using city plans so i dunno if more settlers will come, in mine there were two three settlers per settlement.
Hope giving Jammer caps chems and booze will make more raiders come because Gunners killed my only survivor after Abernathy conquest and now it's just me, Jammer Dogmeat and Codsworth in a nicely built Sanctuary. Think i'll go Diamond city and after that to recruit Strong and Cait waiting to have some troops to populate Sanctuary and be able to mount another assault.

If you are using a city plan, they have a recruitment beacon built right in so new people will show up randomly for sure. There is at least one city plan (Oberland) that I remember not having a beacon at early stages for some reason (oversight), so just look for the normal beacon hanging out. Also you can just open your radio and look for the recruitment channel playing.

From when I looked at the config file, the chem value is set to "20" and the recruitment threshold is "100" by default -- so I am wondering if that means that it takes 5 chems to recruit a soldier, or maybe there's a multiplier, too.
