Weird Vanilla Bug

First of all; I'm posting this here,because I tend to get near-zero help on the Nexusmods forums. A crying shame.

Anyways,my issue; My AP cannot be spent. God Mode isn't on,but I can sprint for eternity (The AP gauge never appears),but conversely,and I can't turn on VAFS (Mod that provides a bullet time replacement for VATS,complete with perk and legendary effect support). My Endurance and Agility are both 10,and being boosted by Solar Powered during daylight hours,and I make use of power armour whenever I leave my settlements. I tried the following,with no success.

1) Enter and exit power armour,attempting to spend AP while in and out of power armour.
2) Strip naked,then enter and exit power armour,attempting to spend AP while in and out of power armour.
3) Strip naked,then enter and exit power armour,then redressing,attempting to spend AP while in and out of power armour,as well as naked and dressed.
 
@Riddle78 sorry to hear about your problem.

In my experience what you are describing happens when:

1. A mod has a perk on their equipment "or just a general perk gets applied as a reward or the like" that gets permanently applied to the player. Sometimes intentionally, sometimes not.

2. A mod-added an equipment perk and while the player had it equipped or in their inventory they removed said mod leaving the player with the perk permanently even though the item has been removed.

Likely it is now baked into your save file. Really the only thing I can suggest here is if it bothers you is to roll back the save-file to a point where the glitch does not exist in your save.

Once you find that point you can probably play forward from there.?

If it is truly a vanilla bug? Well, the good news is I would still have the same recommendation, but it sure sounds like a mod glitch.
 
its a difficult call to make as we don't know what mods you've got installed, or, what mods you might have installed and removed.
if you can throw your load order up in some spoiler tags, and if you can advise if you've installed a mod, or mods, and removed a mod, or mods, we can maybe offer a bit more insight (BTW, if you've removed anything from your game, the game is to all intents and purposes hosed and what you're seeing could be one of a myriad of possible unintended consequences).
But - still - load order might give us a bit more insight into potential reasons why you're hitting the issue you're facing.
 
Well,I've seen people on Steam with unmodded or minimally modded games complain of this bug,but I'll supply my load order,all the same. I'll also note that I've never had this issue with this exact set of mods in the past.

Note; I manually nuked everything relating to the Creation Club from my Data folder; Todd deserves no more of my money than I already gave him.

I'm in the habit of nuking my saves and starting a new game when I alter my load order.

Update: I have determined that,yes indeed,this is a vanilla bug. I'm unsure as to the exacting specifics,but I believe it involves AP calculations with 10 or more Agility,and bonuses from apparel,drugs,and perk effects,plus power armour use. In general,after a bit,boarding and disembarking power armour will lock your AP to maximum,lock out VATS,and VAFS if you have it,and allow you to sprint for eternity. People all over Steam,Reddit,and GameFAQs have reported this exact same issue,but nobody seems to know the root cause or how to fix it.

If I had to guess,the game had a brain aneurysm on calculating AP,and decided to just give up,and stick to whatever value my AP was at when this happened.

Try installing the mod "Tuckered Out" … place towards bottom. See if it clears it out. I run with this pretty much all the time for "immersion"... and I have not seen stuck AP for a long time.

You can modify the settings in MCM to change how tired you get, but will definitely drain AP.
