This may be related to the Adv Industrial water plot. I've seen it in two settlements, both with this plot.
I do not have Dynamic Needs enabled.
I have 28 population and now over 100 water. Needs Report shows everything 100% across the board. Happiness Report, however, shows a water shortfall - 11/20 - and happiness the next day will decline.
If I throw up another water purifier, then run the happiness report again, it shows 20/20 and happiness the next day will increase. And the next day, it does, if I advance time right away.
However, leaving the cell by any means causes it to reset to 11/20 again when I return, and happiness to decline the next day. If I don't fix it, it does decline.
Sometimes it will reset to the correct 20/20 if I pick up the existing purifiers in Workshop mode and put them down again. Recalculate Resources tool seems to have no effect.
(At first I assumed there was a shortfall at other settlements, so kept slapping down more purifiers, which is why I have 113 water now....). However DATA/WORKSHOPS shows no water shortfalls anywhere else.
It's consistent and reproducible, if I leave it alone happiness continues to sink and the report shows a shortfall; if I add yet more water, then for that day, there's no happiness hit and the report shows 20/20... but only for that day, or until I leave, whichever comes first. Again, all needs - including water - show 100% in the Citizen Needs report.
