This is an issue with visitors congregating en masse at the raider base near Ticonderoga. I am using the 3-in-1 Sim Settlements mod and, as I recall, visitors were added with RotC, so I am posting this here. It may be related to Conqueror in some way, as that is also installed.
I was about to clear this location when i noticed a lot of explosions and gunfire coming from the area. When I got into the area, I saw this little bit of madness (see attached image.) All of the NPC's here (aside from the very dead raiders) have names that fit with the visitors I had seen earlier in my settlements, before I disabled them.
I know little of the internal workings of Sim Settlements, but I think it may be related in some way to Conqueror because I pre-built a lot of the settlements on the map before I disabled visitors. Perhaps they all were sent here to await extraction from their Zetan overlords?
This was a pretty humorous bug, and didn't cause any real issues, so this isn't necessarily a high priority.
