Works as intended VIP dont give bonus taxe ?

Hello i just realized that before ROTC VIP give extra taxe but now is not the case this is intented or a bug ?
 
my bad now that i have more VIP i see they work as intented was just one with private proprety panel i suppose is bad VIP and is intented to be like vanilla residential. sorry for the waisting time.
