Primary Bug Report Vim and Vigor - Water physics missing in water around platform

During the quest "Vim and Vigor," when heading to find the Vault 81 guard who was killed by Gunners, the water surrounding the platform they are on does not have proper water physics. The player will not swim and just falls to the bottom.

Spoiler: I had an option to use the Robotics Expert perk to fix him. Otherwise I think you need oil.
I also had a successful Persuasion on the questgiver.
