As the title says...
I was on the quest to find her and I had to TCL to get to her through the wall of the locks.

What version of the hot fix are you guys using. I just played through this quest about 2 hours ago on 1.0.0K and she spawned on the concrete near the building like normal.

I think I was using the newest one that was out on Oct 28, probably version b. On my second play though on version d, I think, she was accessible. That was a long time ago now and I have concluded the first chapter on version g. No reason for me to update yet until chapter 2 unless I find a bug in the cities or plots.
