Vendors in dead zones

I noticed non-functional vendors before, but recently I investigated it further. Seems like if a vendor - whenever assigned to a vanilla shop or a commercial plot - is in a "dead zone", you can't actually barter with him.

I recently had it at Red Rocket. I enabled cell borders, then moved the problematic vendor around with moveto player. It was pretty obvious: I moved him over a yellow-black border, and suddenly he works again. Seems like settlers can only barter if they are within a cell which counts as part of the settlement.

Did anyone else experience that? Is there a mod which fixes it? From my understanding, it should be possible to fix it, but dialogue windows in the CK look to me like pages from the Necronomicon, so I can't do it myself...
 
Same thing will happen if the shop/vendor is over water. Bugthesda thing. LOL
Haven't seen a mod that fixes either... but really haven't looked very hard.
 
Another way to tell the dead zones is see if the HUD disappears. Unless Kinggath fixed that.

Problem is, it's very slow to disappear. But yeah he pretty much fixed it. I think it detects the actual boarders cause even custom locations, and expanded borders are accurately detected.
 
The best mods for fixing this are extended border mods as they add more cells to the settlement's locations.
