Vault 88/general questions

I am new to Sim Settlements and was trying to start the mod in Vault 88. I built the recruitment beacon but the character never shows up. Am I even able to start the mod in Vault 88 or do I have to go somewhere else and return once I am done/started? I have all the required mods installed, including the Vault tec tools.
 
Vault 88 won't count as a valid location for the quests, sadly. You'd have to be in one of the 'outside' Settlements in the Commonwealth.

Is it worth quickly doing the quests then moving to vault 88 or is it enough of a hassle to just do an outside settlement like spectacle island?

First, I need to clarify something: The mod designates the settlement you start the questline in (where you build the beacon, first talk to Jake, do his 'tutorial' quests, etc) as your "main" one for its purposes, and it uses it several times through the questline, including once midway through Chapter 2. It's somewhere you need to go back to at least a few times.
Most people use Sanctuary for it, since that's the first one you get and has the 'free' settlers of Preston and Pals to get you started, plus there's a 'magazine' sitting on the Workbench there which provides the materials to build a Recruitment Beacon right away.

The questline isn't really designed to be "quickly" done, especially not on your first time through - it also kind of doubles as a 'tutorial' for how the mod works.
