Not a bug Vanilla settlements with hostiles duke it out with civilians

Something I noticed playing a non-raider playthrough is that settlements that have hostiles in vanilla also get civilians and settlers, who are hostile to the vanilla spawns.

I first noticed this with Outpost Zimonja - when I got near the ruined house by the railroad tracks, a battle started up at Zimonja. Boomer's three mini nukes weren't enough - the settlers and civilians finished off the raiders.

When I went to Sunshine Tidings Co-op, the settlers were fighting the radroaches. The ghouls didn't get up until I got near, but they were also hostile to the locals.

I swung by Hangman's Alley, but the raiders were already dead by the time I got there, with a few civilians standing around.
 
There must be some sweet spot for actually witnessing the fight. Getting there near the time the civilians first show up. I've been in Starlight and have seen the molerats, before being gunned down by turrets, murder a couple of civilians. Unscrapped radioactive waste may have had a hand in that. But by the time I made it out to Zimonja the Civilians had taken care of Boomer and crew.

My guess is this is what's going on at Egret? Civilians show up and fight it out with the crazy lady. Civilians kill her. Boom you got control of a settlement you haven't ever been to. Doesn't just killing her (or her dying) trigger control of the settlement?

Sounds plausible. I've never actually killed her, just talked her down.
