Vanilla crops and SS2 not playing well together.

The best example i can give is that once i have graygarden the crops are at 31 but once i put any ss2 plot the crop count drops to zero...is this a bug or am i alone in this? and i should add the water count fluctuates and is never stable...this happens in all settlements, it is a pain.
 
My water and food both bounce around quite a bit as well. I haven't had my food go to zero but it will fluctuate, sometimes by as much as 50-100. Water in one settlement went from 130 to 999 back and forth last night for a couple minutes until i force recalculated. IDEK's working overtime correcting my numbers. I figured it was because I have a large surplus.
 
Any settler produce 6 food with vanilla items. A level 1 agri plot usually produce less than that. If you have a settler farming vanilla items and assign him to a ss2 agri plot, the food production will drop until the plot can upgrade.
Also, water is linked to the dinamic needs. Agri plots and others will consume water.

I have experienced the food bounce at Starlight (my Capitol) -- 2 level2 food plots, one went to zero. I accessed the dohicky, did a refresh (of the scripts) and a minute or two later, food production resumed. Haven't had water issues -- hope i don't.
