Solved Unscrapable ROTC objects / Scrapping questions

I had a little search around the forums and didn't find any threads about this, but if it's been asked a million times i apologize!

I'm playing using the 3 in 1 Sim Settlement mod with conqueror installed and I've come across some unscrapable stairs/ and signs in the Starlight Drive. I'll leave a picture of the stairs, and its similiar to the sign, if you would like a screenshot of that let me know.

I do have some other mods installed as well, and if someone thinks this may be a mod conflict i'm more than happy to show my load order if needed.

And while i'm at it i have a question, is it okay to scrap some of the builds that ROTC made and replace them with my own? Going even further, is it okay to "scrap everything" using the town meeting gavel and un-assign the building plan?

Apologies for all the questions and confusion, I'm new to all this. I had a look at some of the in depth guides but I don't think it covered what i want to know. I've spent a few days trying to get conqueror to work and i don't wanna do anything that will cause crashing or bugs.

(As you can see, I'm highlighting it by hovering over it but there's no option to scrap)

EDIT: I don't have any mods like Spring Cleaning or Scrap Everything as i was told to stay away from them because they're "Full of issues, CTDs and extremely unoptimized." Could it be because i don't have any scrap mods it's not allowing me to scrap them?

you need "place everywhere" and turn on the extra selection mode (insert key) to be able to do that.

then you can remove any object created by a city plan, but they will reappear if the city upgrades or refresh, so make sure It has reached its final level before making any modification.
