Solved Unable to start Doctor's Orders / Becoming the Conqueror

Checked the .ESP for a list of quests and I realized I'm almost done with them, except these two, was wondering how do you unlock them, im guessing Doctor's Orders is related to the Ms Nanny that has been sitting idle in my settlement ever since I completed Mechanized Makeover, nothing is happening anymore, I wish to know if im stuck again with a bugged questline or if I have to do something else to trigger these to start
