Unable to snap ladder/steps to foundation

Description:
This is for Version 3.0 Had one of the houses from the add on pop up on the foundation with stilts (plot type 3 for residential). I tried to snap steps to the foundation for settlers to get to it and was not able to do so.

I have made the Snaps points and am taking this opportunity to fix a couple other visual oddities. An updated version should be up later today.
