Question Unable to place or build items, new Conqueror menu is missing?

I'm brand new to Conqueror but I've played SS and the other expansions quite a bit in the past. Today I downloaded Conqueror, workshop framework, some of the SS mega pack (contest city plans, etc.), and some Conqueror faction packs for the first time. Other than those I haven't downloaded any new mods. I started a brand new game in order to fully experience Conqueror. I should also probably note that I do use F4SE and updated it yesterday.

I went through the opening part of the game, rescued the settlers, spoke with Jammer, and returned to Sanctuary. Now I cannot place or build any items and I don't see the new Conqueror resource menu. As far as I can tell the initial Conqueror setup process is finished because I no longer see the little notification bar in the top left corner of my screen.

In the 2078 city manager holotape I chose the most automated option and also enabled "designer choice" for city plans. For the Conqueror setup I believe I just used all of the default settings.

Has anybody run into this yet? I tried disabling Scrap Everything because that mod has been wonky in the past but it didn't fix anything. I've attached some images and my mod list.

EDIT: I figured out the placement issue but I'm still not sure what's going on with the new Conqueror resource menu.

How many faction recruits do you have? Are both of the settlers currently present normal settlers or recruits?



The symbol means they are in range of taking over as a vassal. But you haven't led an assault to make them so yet, have you?



I think you are going to have to lead and attack and take over an outpost or a vassal for the Conqueror HUD to show up. I don't know about faction packs, but I think as far as the Jammer/Raider questline goes it won't show up until you take your first outpost and have recruits to manage.



Faction decorations. Random. Possibly annoying. You can scrap any in workshop mode that get dropped in weird places or that you just want to get rid of. You can also turn off the feature in the CP holotape under the Conqueror options.



If your system can handle it, prolly not. Upgraded city means more goodies for your troops, but it might also mean more guards/patrols to keep in line.

I have 3 settlers and I think 0 recruits. I was donating resources for recruitment at the radio but it still says 0 potential recruits for the next day. I have a value of 310 at the radio right now. RR isn't generating any food on its own (I'm using the original RotC city plan), would that impact recruitment? Will I automatically get some recruits in time? I was hesitant to set up a traditional provisioner from RR to Sanctuary in order to get food because I thought that might screw up the vassal system in the future.

I also didn't realize you had to mount an assault to settlements in order to make them vassals, I thought maybe you could just use the workbench and it would happen on its own.

I think I'll allow city plan upgrades. I'm running a GTX 1070 and a Ryzen 7 1700, I'm assuming those are good enough specs.

Hey @nzane you've been running a game playing as a faction: How do you get a faction outpost/recruits up and running? Any tips for @McMasters (and me).

I can't tell if it's because I'm using the faction pack or what. I also wonder if that could be the reason I'm not seeing the new Conqueror HUD. Hopefully if that's what's causing it the faction pack mod author will release an update soonish.

I wonder how difficult it would be for the Conqueror team to include a Liberator faction in the base mod (Minutemen for example) and just not have an associated line of quests since the main quest already kind of covers Minutemen stuff? I'm not knocking the dev team because Conqueror is a sweet idea and it seems to be well-implemented, I just personally really only want to play as a Liberator. It's the same issue I had with the Nuka World DLC, if you don't go whole-hog as a raider you end up missing out on a ton of content/functionality. Just getting a Liberator option that I know would work properly and get updated when needed would be enough for me.

You could start a quick test game while waiting to figure these issues out. A quick run on very easy to the Jammer/Museum. You wouldn't have to commit to the Raider lifestyle. It would just be for science.

Load from right before you get on the elevator and leave the Vault. If you've done any prebuilding it should be set and ready to go same as your other faction game. Change your character's name to Bobby Tester or something. Do this on "very easy" because its about science and not skill. About speed and learning. Rush to Jammer and play out that quest line until you capture at least your first outpost if not your first vassal. An empty RR is great for testing attacking your first outpost. The game spawns in two settlers as token resistance and then you are off and running.

The whole point of this exercise is to just see how the Conqueror mechanics work in game. You can then compare what you've learned to your other faction run. You'd also see if there's any difference in the HUD showing up.

We play some saves for hundreds and hundreds of hours. Sometimes "wasting" a little bit can save you a bunch down the road.

In the meantime, I hope that @nzane or someone else can come thru with those faction start tips.
 
Well I started this save before the update, so for starters I built up an army and took over about 6 outposts and vassals or more, (without the new HUD ofc cause it didn't exist yet), I took over red rocket as soon as I passed through it and grabbed dogmeat, claimed the outpost for the forsaken first, when I installed the update the HUD just came up on its own, Jamaica and Sunshine Were not showing up the HUD and they're still not showing it up unless I go into workshop mode , it comes up again.

Also, once an unidentified thread got stuck in my save, and I deleted it with fallrim, that caused the right part of the conqueror HUD to go missing forever unless I rolled back my save and didn't terminate the unidentified thread, so the thread could have also get stuck in OP's save.

I'd try disabling soldier needs, building a small army, taking over a vassal, see if it comes up on its own, after it comes up just re enable soldier needs

Also I wouldn't build my main base on sanctuary, that place is buggy, especially if you haven't completed the quests related to it, this playthrough I ignored Jammer completely, and those guys, all I did was get em out of the museum, and they're hanging at sanctuary, and Jammer is still hanging around Concord's playground in my save.

Turn soldier needs OFF, also you need the same number of Beds as to how many recruits you want in your base or else they won't come..

Interesting, I wasn't aware of the bed rule. If that's the issue I suppose it would make sense as I have a city plan in place and beds only pop up when residential plots are built.

Place a few mattresses and see if they come, also don't hang around your outpost waiting for them to come, go to another place, and wait there for more than 24 hours, then come back and you should at least have 2 or 3 hanging around.

Still, potential recruits showing as 0 was not a thing for me even without beds so idk
