Question Unable to place or build items, new Conqueror menu is missing?

I'm brand new to Conqueror but I've played SS and the other expansions quite a bit in the past. Today I downloaded Conqueror, workshop framework, some of the SS mega pack (contest city plans, etc.), and some Conqueror faction packs for the first time. Other than those I haven't downloaded any new mods. I started a brand new game in order to fully experience Conqueror. I should also probably note that I do use F4SE and updated it yesterday.

I went through the opening part of the game, rescued the settlers, spoke with Jammer, and returned to Sanctuary. Now I cannot place or build any items and I don't see the new Conqueror resource menu. As far as I can tell the initial Conqueror setup process is finished because I no longer see the little notification bar in the top left corner of my screen.

In the 2078 city manager holotape I chose the most automated option and also enabled "designer choice" for city plans. For the Conqueror setup I believe I just used all of the default settings.

Has anybody run into this yet? I tried disabling Scrap Everything because that mod has been wonky in the past but it didn't fix anything. I've attached some images and my mod list.

EDIT: I figured out the placement issue but I'm still not sure what's going on with the new Conqueror resource menu.

Sorry I just assumed you have Place Everywhere installed. Which is why F2/F3 are doing nothing for you.
Actually your reply got me thinking and I double checked my mod manager. Place Anywhere wasn't in my plugins list but it was buried in one of the other mod menus. When I updated F4SE and didn't update Place Anywhere (because I didn't realize I still had it installed), it broke workshop placement. I just updated PA and that fixed the problem, so thanks!

I still am unable to see the new Conqueror menu though, if anybody knows anything about that.

Have you taken your first Outpost, yet?
 
I'll go about doing that and see if it makes a difference.

I don't know if that's the answer, but maybe. Maybe, it won't show up until needed. It would seem to me that until you actually have an outpost/gang there's nothing for it to report.

@Phil_T_Casual Do you know from your testing if there is any "requirement" for the Conqueror HUD to appear? I was thinking along the lines of the regular HUD not showing until you've run the CM Holotape. Could it showing up be tied to building your first War Planner's Desk?

I was hesitant to put more time into this playthrough if it was bugged

I feel ya. Trust and patience is a hard path. Fingers crossed. Please report back if/when you can. For science!

I just built a War Planner's Desk in Sanctuary and there wasn't any change to the HUD, though I didn't do anything beyond placing it and designating Sanctuary as an Outpost. Then I had a CtD, haha.

Every damn time. A super mutant suicider rolling thru town will be next. Then your power will go out.

@McMasters I often feel like a big dummy. My own head gets in the way of me thinking clearly most of the time. When you said

I immediately got it in my brain you were talking about the the new Conqueror HUD. If I've got this wrong, please set me straight and accept my apologies for muddying the waters.

Whew! Sweet.

I loaded up a save from before I took my first outpost. I was somewhere along the Show me the Goods quest for Jammer. No new Conqueror HUD.

I really think that as soon as you get some recruits in an Outpost you'll then see it. (Until then I don't think it would have any info to report anyway.)
 
HUD only shows up in Outposts/Vassals captured by Conqueror (or at least that's what's supposed to happen...)
 
Correct. The new mechanics only apply to Outposts and Vassals.
I went ahead and built a War Planners Desk at Red Rocket and designated it as an Outpost (as well as my main base) for the Minuteman faction pack. Sanctuary and Abernathy are both marked as Vassals on my map (at least I think that's what the half-chain symbol means), but I am still not seeing the Conqueror HUD? Also, I have little power armor stations and gun caches all over Red Rocket, they're clipping through walls and floating randomly, is this normal for an early city plan? I've attached my mod list, I have Workshop Framework and HUD Framework installed.

On a side note, is there any reason why I shouldn't let Vassal settlements upgrade? I'd like to be able to visit the fully upgraded settlements if it doesn't take away from Outposts in some major way.

The half-chain means those are potential Vassal targets.

The objects being placed are called the Faction Decorations. You can scrap them, you can also disable them from occurring.

The primary reasons not to upgrade them are immersion for Conqueror players (which wouldn't apply to Liberator factions like the Minutemen), so then the other reason for you would be performance - can your system handle high level City Plans? That's for you to sort out. I recommend everyone's first time playing with CPs and Conqueror to put City Upgrades on Manual so they can make a save before they upgrade so if things go south, you can roll back to before the upgrade.

How many faction recruits do you have? Are both of the settlers currently present normal settlers or recruits?

The symbol means they are in range of taking over as a vassal. But you haven't led an assault to make them so yet, have you?

I think you are going to have to lead and attack and take over an outpost or a vassal for the Conqueror HUD to show up. I don't know about faction packs, but I think as far as the Jammer/Raider questline goes it won't show up until you take your first outpost and have recruits to manage.

Faction decorations. Random. Possibly annoying. You can scrap any in workshop mode that get dropped in weird places or that you just want to get rid of. You can also turn off the feature in the CP holotape under the Conqueror options.

On a side note, is there any reason why I shouldn't let Vassal settlements upgrade?

If your system can handle it, prolly not. Upgraded city means more goodies for your troops, but it might also mean more guards/patrols to keep in line.
