Two questions...

I was going through my modlist looking for updates today and I realized that Sim Settlments and the Contest City plan pack were both ready for an update, but I've got a couple of questions:

1: The recent patch videos discuss removing the complex city plans from the base mod and then adding them as a seperate ESL FOMOD. Then in the next patch video Kinggath talks about cleaning up the optimized city plans and not getting to the complex ones for a while. Now I'm wondering, are the separate city plans required to get the city plans, or are they only required if you want more detailed cities?

2: I'm more than 20 hours into a playthrough with the old city plan contest winners ESP file and now its being switched to separate ESL files. Will updating this (removing the ESP and adding ESLs) cause me any issues? I have no desire to restart again, so I will not change over to ESL if I'm not 100% certain the swap won't cause my save file issues. I should add that I don't actually have any of the city plans active currently other than the base RotC Sanctuary plan.

1) The optimized city plans are still there. You only need to download the others if you want the complex plans.
2)If you don't have any city plans built it will be fine to change over.

Thank you for the quick reply. One last question about the city plans then... What all is changed between the optimized and the complex plans? I've never gotten a city above foundation level yet, so I doubt I'd miss the complex items, but I'm curious if they are worth considering or if the optimized are the way to go.

It depends on your system ,some can handle having all complex plans .If performance is a major issue I would stay away from complex plans but you can always try using one at a time and see how that impacts performance;)
Try a city plan on a settlement that is far away from other settlements and see how your performance goes .

Are they interchangeable in the sense that I could swap a level 3 optimized for a level 3 complex without needing to start the settlement from scratch? Or would I have to commit to one for the long haul and then if I felt I wanted to change, I'd have to start over?
 
I’m in much the same boat.

I think the question is: Once the city plan is completed to L3 stage, does it matter if I swap to the new / optimised plan system and do not re-download the complex plans for my already-completed complex cities?

I’d be interested in knowing myself. I’ve held off on upgrading because of this (and busy in other ways also).
 
You would have to rebuild from the foundation level

My system can handle it. I’m not sure which cities are complex. I think Sanctuary, Red Rocket, Sunshine, and Zimonja for sure. Probably Greygarden also.
