If you read: https://www.nexusmods.com/fallout4/mods/22442?tab=bugs&BH=2 and expand the bug titled "Partial Import of Settlement" you will read an account of a bug that bit me, my import into what seems to be a working version of 3.20a was 'very' partial! Because I had exported without 'original items', I reasoned that every object in my TS .json file should read "isCreated" : 1, and not "isCreated" : 0, ; therefore I used notepad++ to do a universal find and replace in the .json file and now the import went fine. Had I used the option for 'original items; I don't know how I would have coped.
the author of TS says there is a fix in the next version, so it's entirely possible that until then others may run into this.
A question: does the ROTC blueprint for a city use the "isCreated" : 1, info in the .json file? If not then while straight TS exports might be iffy, city plans might escape this problem.
