If you read: https://www.nexusmods.com/fallout4/mods/22442?tab=bugs&BH=2 and expand the bug titled "Partial Import of Settlement" you will read an account of a bug that bit me, my import into what seems to be a working version of 3.20a was 'very' partial! Because I had exported without 'original items', I reasoned that every object in my TS .json file should read "isCreated" : 1, and not "isCreated" : 0, ; therefore I used notepad++ to do a universal find and replace in the .json file and now the import went fine. Had I used the option for 'original items; I don't know how I would have coped. :)
the author of TS says there is a fix in the next version, so it's entirely possible that until then others may run into this.
A question: does the ROTC blueprint for a city use the "isCreated" : 1, info in the .json file? If not then while straight TS exports might be iffy, city plans might escape this problem.

Clearly a good thing:) But in way I was hoping you might say otherwise as that might have been a reason for my not being able to get the city plan to scrap items between the vanilla settlement border and the ASE border :( Until I get that sorted my attampt at aa ASE city is going nowhere!
 
Silly question, but did you do a custom baseline scrap profile?
 
If you make note of an item that isn't being scraped like it should be, is it in the baseline scrap profile and not in the scrap profile? Which is how it should be.
If it's not in the baseline, try turning on Extra Object Selection (Insert key) in Place Everywhere and run the baseline again. Not saying it will work for you..
I use a custom expansion mod per settlement and use CK to clean and tweak a few things. I want to try merging it with my CP and see how badly it fails! LOL
In theory.. it should work, which would allow me more freedom and 1 less required mod.
 
Ok, I shall check and try. In the meantime I have posted a link to my beta single level plan if any kind soul wishes to try it, just in case the scrapping problem is not in the plan itself but in my setup somehow.
