Old Post Top display different in city build to original level.

When I'm designing a level the top bar in the workshop will display things such as food, water as the total level that is produced minus the amounts that plots use. I use these totals to decide how much defense each level has.
But when the city builds, the top bar in the workshop doesn't reduce by how much plots are using, thus always making my defense apparently too little.
Is this expected behaviour?
 
Do you have Dynamic Needs off in the options?
 
It is on in both, as is 'initial plot costs in the 'difficulty' section. The other options are off there.
Could it be the the 'involvement' level in the 'city building' options?

the total food production is 4farms x 48 and the total water is 2purifiers x 40. Yet the display seems to be taking into account plot usage.
On a different note, checkout the tiny amount of draws used...

the total food production is 1farm x 16 ? and 3farms x 2 = 22 so who, why, whence, wherefore?
the total water is actually 4 less than 2purifiers x 40, but this loss of 6 is way less than all the plots would be using. Check here the enormous number of draws used (I increased the limit to make sure all got built - I know the plan is set to ignore that but just to be sure!)

Here is a screenshot of an untouched Echo Lake:
