The Bar at the Bottom of the HUD

What does the bar at the bottom of the HUD represent, the one with the tool icon on the left and the bottlecap on the right? I've imagined it's supposed to be representative of how much work production is going into upgrading vs tax income, but that's just a guess and I've no idea if it actually works that way.
