I've not dug into the Vault stuff at all - haven't even played that part of the game. However, adding a "power wall" (whatever that is) would force the player to have the vault DLC installed. That's pretty-much against the tenets of Sim Settlements, they don't want dependencies on any other mods or DLC because not everyone will have them (or be playing them in a particular run-through).
It would be possible to make external buildings wireless-powered. However:
1/ the tesla plot would no longer radiate any extra power fed into it (because so far as I know you can't have both "wire it up" and "power it via wireless" in the same item)
2/ it's a big change to the internal mechanics of SS (for starters, every City Plan would have to be rebuilt to deal with all plots being wireless, etc - there will be a lot of internal changes that I know nada about)
So I don't forsee that happening any time soon.
I see your point, to incorporate a true wireless power setup to the whole settlement would indeed require it to be part of every settlement build. Only way I could see it happen "IF" you or some other massive Brainiac could not only get it to work but to create a tool incorporated into the main setup for S/S that for previous settlement builds would magically flow out to encompass the whole settlement. Of course it would have to upgrade the first build considering the level of the existing settlement build. Looks like I need to hand you a magical fishing pole to make use of this can of worms possibility.
For large settlement builds is it safe to build several power generators and or can you connect a standard nuclear generator to increase the range and power ?
