Resolved Tenpines not developing

For some reason nothing is happening at Tenpines. Settlers are coming in, but the city leader doesn't seem to be assigning them to anything. I've tried taking back the town, resetting it, changing city leaders, and none of it has worked. I even tried killing off the original 4 settlers, and waiting for new ones to come in (and felt like a jerk doing so).

All of my other settlements are proceeding along just fine, and none of the local options are set any differently for this settlement. It's been like three in game weeks, and settlements I've started after this one are further along, so I know it's not just a matter of waiting longer.
 
Try turning the auto-assignment local option on the Desk off and on, save and reload the game, see if that helps.
 
I seem to have problems with Tenpines, too. In my case, it has been days since the first food plots were positioned, and they wont update. I think this has to do with the ginormous water token that was placed there, which is eating up all the defense, which for dynamic needs purposes means that upgrades eat away at already perilous defense ratings. I think.
 
The auto-assign should happen regardless of where dynamic needs are at, and unless SJane switched the involvement settings - the plots should still level up regardless.
 
I tried the off/on reload, and that didn't fix it.

As a hail Mary, I tried placing a plot (in this case a farm plot) and assigning a settler manually as kind of a "yo, buttmunches, this is how you do it". It worked. They then started building their own plots. I was able to delete the random farm plot and they replaced it. It's been developing just fine since then.
 
I've also occasionally seen this where a blue man assignable work object gets stuck in and blocks the chain. Sometimes you can work around it by manually assigning the work object(s)
 
The blue men definitely do not help. I have had the main settler (one of the two default ones, and I know who they are because Immersive Settlers wont rename them without shooting them in the buttocks with a rename syringe) keeps taking the bartender job while simultaneously being one of the defense plot guards. As of right now, with 10 settlers, I have 9 job plots (I believe Tenpines is designed for only 10 max anyway), with the one missing job plot because Mrs. Tenpines is currently the leader, and I guess the system doesn't recognize her as being the leader as having a "job". Regardless, she would take the grocery store worker or bartender when the thing finalizes at level 3.
