Tech Sharing issue

I finally got a hazmat processing plot set up in Oberland Station and was excited to use the new tech sharing feature to set up nuclear enrichment plots on Spectacle Island. When I tried, however, the option was unavailable. I refreshed all the plots to no avail. Am I doing something wrong or is this a bug?

P.S. I’m using IDEK’s logistics stations, in case that’s relevant

You need to unlock it first in one settlement.

So, if you got Hazmat Processing in Oberland you need to build the Nuclear Enrichment in Oberland too. It's considered unlocked when it's built. After that you don't need Hazmat in any other place.
