Suggestion for a Response to Settlers

I have always been a little annoyed when, after starting a city plan or even just plots, a settler or a mayor complains about a lack of something. My response in my head is always "Hey, it's all in YOUR hands now. So, shove off!" or "Don't complain to me! Take it up with YOUR Mayor!" or something along those lines. There needs to be a point when the settlers stop whining to me about their problems and just GET"ER DONE!!

I too would like to know if there is a way turn the whining off. I'm testing my city plan for the contest this month and I have had three settlers come up to me and complain about the "bed situation." When in fact there are plenty of extra beds (to be built) and all the current settlers have a bed to go to.
 
I think you'll find these are vanilla engine issues. There is a mod that make settlers talk to you less though (even not at all). Unfortunately I can't remember what it is called.
 
I use Settler and Companion Dialogue Overhaul myself, as well as Realistic Conversations. They add more appropriate dialogue, but I don't know if they reduce it that much (I still get the comments about beds when there are plenty). I don't know if Icebreaker actually reduces the frequency of settler comments. I used to use it, but the other two I use make it mostly redundant. I haven't used No NPC comments, but from the description, it sounds like it would work.

I've used it in the past, with a reduced dialogue setting. I'm not sure if the setting that completely shuts them up has a chance of breaking quests, but that won't matter if you are just designing a city for the contest.

Settler and companion dialog overhaul, on the description tab towards the bottom, has a load order along with many other dialogue mods. Worth looking over. I just installed many of them, we'll see how it goes.

I also installed no npc comments. It doesn't turn off comments. It reduced the distance. A npc needs to be very close to comment now. This has worked out fantastic. I have forty settlers in Sanctuary and people would talk to me and I couldn't even see them. That instantly stopped.
