Stuck on "Its in the refrigerator", can't find any thread with a similar issue

I seem to be hardstuck at a specific part of the quest when you enter beneath vault 111. When you have to "Figure out how to raise the elevator", the switch for the generators behind the locked door does nothing when I flip it. I've tried going back to before I went down there, tried saving and reloading, tried standing around and staring at the ground indefinitely, but this one I just can't find a solution to. If anyone has any ideas or has had a similar issue, I'd love to hear it. I'm about ready to yank my hair out, I've been debugging quests for this chapter for my spouse for three days now, for the most part I've managed to circumvent issues with a bit of game knowledge, console commands and finagling, but I don't know what to do about a switch that just doesn't do anything.
 
I've tried going back and repeating every stage of this quest to make sure it's all completed since I noticed some of the stages were at DORMANT after I'd completed them vs COMPLETED. Stage 50, "Figure out how to open the next door" stays dormant, I didn't notice any correlation with a quest objective for that one.
On a side note, my quest ID for this one is SS2C3_MA03, the Wiki currently says it's SS2C3_SQ03, don't know if that matters.

Once I get to stage 130, I can't move forward. Jake tells me this is the place and says to find a way to raise the elevator, for whatever reason the two terminals and door's skill checks disappear and allow you to bypass/unlock them without actually hacking or lockpicking, I go to flip the switch behind the gate, and nothing happens. The target objective doesn't complete, and Jake doesn't start his dialogue confirming I figured it out.

Been at this all day and night and I can't seem to come up with anything that does anything differently.
 
I'd guess Jake hasn't finished talking about finding a way forward but don't think that's the case with how many times you've replayed it. Wasn't there another solution for it underwater, a switch or something? (if you've used setstage first I'd roll back before you did it)

Yeah, I've gone through this quest starting from the end of the previous quest a half dozen times at least, meticulously made sure to let Jake roam around and exhaust all his dialogue, made sure each objective completed between, just to get back down to the room where you're supposed to lift the elevator from underwater to get the holotape and be stuck again.

I went ahead and looked around underwater as suggested after going back for a fresh run at the quest, but don't seem to see any sort of button down there. The interactables in the room are the terminal Jake stands at, the Protection terminal, a terminal on the wall that mentions diverting power to the elevator but doesn't nothing when I press it, a locked door with a switch behind it that SHOULD complete the objective and raise the elevator cor access to the stash and holotape.

Setstage commands don't seem to do anything on the quest, I've tried jumping stages and nothing happened. Completeallobjectives predictably marks finding a way to raise the elevator as complete, but doesn't raise it, grant access to the holotape, or get Jake to stop muttering about finding the holotape.
