I was able to speak with Dahlia at Bunker Hill, but am entirely unable to interact with Phil at The Slog. When I first tried, he was sandboxing by a wall, kneeling to fix something. I've tried moving him by using the moveto command, but no interaction. Now Jeff just follows me around, getting shot a lot while I complete other quests.

Any hints on getting past this?
 
Getting this same exact issue but with Dahlia. Bunker Hill is not even owned by me, so no plots can even be in the way. I was somewhat interested in the quest, but now, after learning that its still an issue after all these updates? man it hurts. Gonna skip this one. What is the stage to skip talking to the kid?

Also, Please fix. I love this mod, and everything is quite polished, but this is egregiously broken.

I found that page, but it tells me nothing about what stage I need to progress to. I know from reading this thread that the stage with Phil is 25, and I used GetStage to know that I'm on 30, but again, I don't know what stage to skip to. I don't want to skip to a stage that doesn't exist, or is too far ahead, and break the quest and possibly my save.
 
If you try the getstage command it should tell you what step your on.
SQS <questname> or Showqueststages will show you the quest goals.
Just in case you need them in the future - ta dah!
