Stuck in Voice of the Commonwealth, 2nd Edition

I was able to speak with Dahlia at Bunker Hill, but am entirely unable to interact with Phil at The Slog. When I first tried, he was sandboxing by a wall, kneeling to fix something. I've tried moving him by using the moveto command, but no interaction. Now Jeff just follows me around, getting shot a lot while I complete other quests.

Any hints on getting past this?
 
Not sure if this issue has been resolved, but same thing here. I have not talked to Dahlia yet but have tried to talk to Phil and the conversation gets to a point where the camera pans to my character as if I was supposed to continue the conversation but no conversation options are given. I am running the game heavily modded but other SS2 quests besides "It Came from Planet X" have worked fine thus far. Going to leave the quest as is for now and not try to advance it until there is a hotfix.
 
It has not been solved, it seems to do with Jeff not catching up. on bunker hill he does not even come close to Dahlia, while for both chars the talks starts and seems to finish , the marker stays with the two subjects and I am stuck with Jeff. as I do not know the codes to continue I have now a guy with me all the time that is invincible :D

So please if we could get the code to finish the quest and then proceed to the next one , that would be great. the part one of Voice of the Commonwealth did not give any issue so it must be Jeff, who is maybe not close enough to the subjects are forgets his endphase.
 
I solved the Phil issue for my playthrough on console. It only worked if I haven't tried talking to him yet so I had to reload to an earlier save. I goofed around at the slog (after running there from Greentop) until Jeff finally caught up then I basically pushed him into the room with Phil and right up to him until they just start talking to each other and it finally completed. I was never supposed to talk to Phil myself. I hope this helps others.

Tried pushing Jeff in like Talasma suggests. Got same fault three more times.
In frustration, punched Jeff into paste. I might have gotten an interesting reveal out of doing that, although it didn't correct the problem with the quest freeze.
Since it isn't part of the main quest, I gave a shot at cmd line advancement: xx0065B3 from 35 to 40 advanced the quest so I could return to Alyssa and drop Jeff off.
 
Yeah I had problems with the argument between Alyssa and Jeff. Had to console through it a bit. Concord is getting more love in a patch soon it seems, based on KGs streams.
 
So it seems to be a problem if you lay down plots where he is, as I went there with no plot in his location, and suddenly it worked just fine. My file where there WAS a plot there, though? Nothing worked to make him interact with Phil.

Do you mean no plots in the settlement, or just none near him?

Thanks, that solved my problem. I was using the SS2 "vanilla" city plan for the Slog, and that had placed 2 residential plots along that wall right where Phil was wrenching away on what I think was the shower. I zapped both res plots to clear the area, and sure enough, Jeff went and leaned against the wall to the right of Phil. Dialogue went through fine, and I am able to finish the quest. I'll just replace those plots later when Phil is gone, no worries.
 
I'd also like to report the "Phil" problem.

As of Chapter II version 2.0.3, Jeff won't talk to Phil, nor is Phil responsive in any way. Now I'm stuck with Jeff following me around the commonwealth. I can also confirm that deleting any plots around Phil does not fix the problem. Going back to an earlier save and trying again isn't isn't an option for me because the plots I've built in Phil's locale go waaay back to the beginning of my play-through.

Please, dear mod gods, can you either provide us with a console command to finish the quest or a patch to actually fix the problem. I'm getting fed up with Jeff following me around - he isn't very talkative and keeps getting shot, only to have one of my actual companions revive him (using the recently updated Follower Revive mod) :-P

This fixed it for me, too. Gotta say, not a great look when mod has compatibility issues with itself.
Easiest solution for a mod-patching stand point would be to get rid of Jeff's scripted movements.
 
Same problem, the console commands listed here do nothing. Jeff won't talk to the guy at the slog. Do I just disable him and abandon this questline or what? I have the whole slog built up so I'm not going to destroy all 20 plots.

I wonder if it might have something to do with the fact that I haven't started chapter 2 story content in this save yet.
 
Had to re load a save, Jeff wont interact with Phil in any way, nor will Phil even say Hello when you try to talk to him, just get a clicking noise.

The CPD quests do not depend on Chapter 2 Story content.

The quest id and quest stages are listed in the quest guide Voice of the Commonwealth, 2nd Edition
To use console commands, you need to discover what quest stage you are on first, to determine the console command needed to move the quest along.
Using Console commands listed by others may not work for you, and may actually break your quest.
It is always preferred to reload a previous save and try again.
There are enough reports of this quest not working again for folks, despite the recent fix implemented. I'll add it back onto my list to re-test to see if I can replicate.

If you have plots that would be "in the way", you can move them temporarily to try to accomodate Jeff's pathing to Phil. If you have used console commands and they didn't work, reload a previous save and try again.
