Stranger/Jake quest is stuck outside Concord hardware

So I tried using Sim Settlements with my old save file. I have a lot of mods installed but none of the ones that are listed as conflicting with Sim Settlements.

When the Stranger asked me to clear the raiders from Concord, I selected the option that I already did that. He said meet him outside Concord Hardware to collect the reward.

But now the Stranger is just standing outside Concord Hardware and he just keeps telling me to defeat the raiders and meet him there. There are no raiders left in Concord (at least none I can find?) but Jake's quest AI seems to be stuck.

Any ideas how to make the quest proceed? I tried waiting a while for the script to update but it doesn't change anything either.

Have you cleared the raiders inside the Museum as well? You don't have to go back and release Garvey and the Concord 5, but you have to go through the quest portion so you get the next wave of raiders after talking to Garvey and Sturges and getting the power armor.
 
Does Amazing Follower Tweaks conflict with SS2? I noticed when I used the AFT configuration tool during the first part of the SS2 quest while Jake was explaining something that his AI froze and he stopped talking.
 
Just started a new play through and ran into this exact problem. Stranger is stuck in a dialog loop asking if I took care of his raider problem. No matter what I answer, he'll just repeat this. Can't progress the quest chain now.Garvey and the group are already set up back at Sanctuary and there are no more raiders in the area. Did that before telling the guy I would meet him at his shop.
 
I've been experiencing this issue since SS2 launched no matter how much I troubleshooted it. I have Sim Settlments on version 1.0.6 and Workshop Framework on 2.0.8a - both of which are the latest version. Has anyone discovered what might be causing this bug outside of Workshop Framework? Surely something else has to be amiss :S

I managed to "resolve" the issue by starting a new game. This time, I didn't put off meeting him in Concord. When he asks me to meet him there, I ran with him all the way back to his shop. At that point, I could progress normally.

I'm guessing here, but it feels like ANY kind of delay or disruption to that part of the questline can introduce an error where Jake still thinks he's back in Sanctuary, when he's actually where he should be in Concord. That includes using the dialog option telling him you don't have time to help him rright now, but maybe later. When you talk to him outside of his shop and run through that looped dialog, I think his next instruction is to run to Concord, which he can't execute because he's already there. My advice is to never leave his side after finishing that initial residential plot, until you he hands you the box of ASAMs as a reward, back in Concord.

Been using it but I never use any of it's function an any of the spawned NPC's or Jake. Just for added followers and to get some followers from outcast into the system, like to have a cpl of followers with me all the time. Dogmeat I unly use until I get Ada, Ada until Mechanist is done. At the moment I run with Ellen and Danse. Not noticed any related issues with SS2 and it's not showing any in Xedit. I believe you can brake things with it by importing quest related characters into the framework, but that is up to you ;p
 
Started a new game with ss2 2.2.2 and c2 2.2.2 and wf 2.2.4 and this bug still exists.

Two potential faults -
1_ The dialog indicates that Jake doesn't know he is standing outside the hardware store.
2. The dialog indicates that Jake doesn't know all the raiders in Concord and inside the museum are dead. (killall used in both places). Note that there are dead raider bodies still lying on the ground from much earlier unrelated encounters.
I have noticed that Jake sometimes doesn't know where he is in other Concord quests. This could mean that the code in general doesn't actually test his location but relies on an event setting a status flag or similar. Or another bug. It would be interesting to look at the actual code and the values of any conditions.
