Stodge clipping in wall when reporting to Sunshine Tidings

So I got Stodge & his band of merry men and assinged them to Sunshine Tidings. When they got there, they ALL went directly to the workshop, and the quest marker was on the workshop, but Stodge wasn't visible or accessible. Not sure if they forced him into clipping or not, no way to talk to Stodge to end the quest. I eventually forced the quest to complete with the settlement manager tape, he popped out of the wall and everyone took off to do settler things.
