Question Still unable to find faction packs . . ..

Despite all the updates since this problem first occurred, it still loves to pop-up a No Faction Packs Installed message. Yes, I've tried rebuilding it. I've fast traveled away and played for a time in other parts of the CW. I've stood on my damn head.

I initially had the Gunners. Then I added several more, including Vaulters and Institute. It can't find even a single one of them. We need a better method to be honest. Maybe like the trade window thing, a certificate that is automatically added as a misc item when installing a faction pack so it absolutely manages it clearly and we know then for certain if a faction pack truly exists in it's system, etc etc?
 
I loaded up saves until i hit one 4 hours earlier that worked. It immediately recognized the faction packs. There's nothing at the settlement in any of the versions, and I don't have any other settlements (also no prebuilds). It sure can be picky!

Unrelated to that, as I was testing what worked and didn't work on the War Desk when it was failing to find the packs, the bounty board gave me a bounty for clearing out the cabin for Jammer! Obviously before its time. The only thing I did with Jammer was listen to him on the roof.
 
And . . . started a vanilla game with only SS/Conqueror and "No Faction Packs installed" despite having just one, then I added a few to see if it would see them . . .. Ugh!
 
Rolled back many hours trying to find a point where the packs would be recognized and I finally found that point --> I am exiting the vault 15 hours of game time earlier . . ..
 
Note that the packs take a few minutes to register and that you can't use the Conqueror factions in a settlement with people living in it.

Given the number of posts I've seen from you in the past few days, I'm guessing there's something funky going on in your load order. Possibly a mod run amuck with script lag, or maybe Unofficial Patch after Workshop Framework (which breaks a lot of things).

Another common creator of strange issues is when mod managers fail to overwrite files - which is what uituit was getting at by suggesting doing a manual install.
