Playing on xbox one. Have the hudframework. Startup can't get past placing objects. Has read 100% on stage 1 for 4+ hours

Not a bug Startup progress stuck

This likely means you are missing a required mod and so the mesh would not place. When this happens, try saving your game, and then reloading, progress should resume where it left off (it will take a few minutes for the HUD to catch back up). Saving and reloading forces the game to just give up on the last model it was attempting to spawn.
Lake, since you are on PC, I'd recommend manually re-installing Sim Settlements before attempting another new save, as I believe you are having a different issue since it isn't getting past 0%.
