I've started conqueror with an old save and I have two problems/questions. Firstly, is there a way to set up an outpost (main base) for Jammers Raiders in an existing settlement? In my case Hangman's Ally. My problem is during the fist mission with Jammer, Hangman's Ally isn't showing up on the list. Other settlement's like Sanctuary and Red Rocket are showing up, does anyone know why this is and is there a way to make Jammer suggest Hangman's?

So anyway I choose to attack Oberland station and built the war planners desk so Jammer would give me the next quest to set up a vassal, and again no Hangman's?

Anyone know what's going on? Thanks for any help.
 
The requirements for a settlement to show up in the Outpost list are for it to be discovered or marked on your map, and also to not be owned by another faction. For example, if you captured it with a NukaWorld Gang, or placed a WP desk there and claimed it for a Liberator Faction Pack.

The only other way I could see it being blocked, is if some mod added the WorkshopType02AlwaysExclude keyword to the workbench somehow. You can click on the workbench at HA and run the console command: haskeyword WorkshopType02AlwaysExclude to confirm if it has this or not.
 
Thanks for the quick reply. So I've done the console command and the answer is

HasKeyword >>0.00. What does that mean?

I do have a mod installed that opens up the buildings in HA, I'm guessing that's the problem?
 
I don't think that mod is the problem.
I'm also not sure if 0 is good or bad in your case. :(
BUT! When you are in your pip boy map and you mouse over your Outpost, does the Hangman's Alley icon change its shape? There is a range of settlements around an Outpost that can be affected by it. If a settlement is outside of that range, it may not be possible to make it a vassal yet. I'm just going by what the GUI tells me on the map. I rarely go outside of an Outpost's range in my playthroughs so I'm not entirely sure if the map icon changing is a 'thing' or not.
Oh! Try an Outpost raid and see if Hangman's Alley shows up for that.
