Starlight Drive-In Bugs for RotC

ho ok, but is ok so if you dont like it you can do it yourself, all plan are not for everyone taste :)
 
This might have been an one time only issue. But Incase it wasn’t hope this might help. While playing on the Xbox one X. I had started a new play through after installing the 3 in 1 pack to play with the RotC. After getting out of sanctuary on. The 3rd or so minuteman quest to set up Starlight. After setting up the radio beacon, placing a few plots, and two settlers showed up, the issues started. The first to arrived started as normal, started a res. plot, then agro plot. The second just stood in the center of the settlement even when trying to command them to move. Thought was normal cause we all see those idle ones even in vanilla. Just ignored it due to another home and farm starting.

Bear with me it starts to unravel now. After setting up about 5 more home plots and 3 more farms, they would all start to begin construction even though I only had 2 settlers in the settlement. The 2nd one still stood in the center but I watched the first one basically move into new home plots and farms, only showing ownership of the set he just built. I refreshed the settlement and went questing, figuring the town would still fill but after 5 real world hours it was unchanged. Still just the 2, one in the middle and one acting normal just taking the newer plots for himself.

No one was set as a leader for the town, difficulty/involment was set to medium.

I figured I messed up on a load order, but after moving a lot around and even removing all other mods save for(and in order)
Unofficial fallout 4 patch, sim Settlements 3in1, sim Settlements year one mega pack,sim Settlements Ted’s leader pack, and scrap that settlement. Still the issue was there.

Like I said it probably was a one off bug, because I decided to just start over being I was only about twelve hours into it and was not a big lose. And it works pretty much perfectly so far about 20-30 hours in. But just giving a FYI Incase there was an issue.

High End PC 3.4.3 (Rise of Far Harbor)

Starlight gave me problems upgrading to Level 1 while in cinematic mode. I tried 7 times, but it either got a CTD or hang.

Turning off cinematic mode was the work around. (No CTD)

I get consistent CTD's when approaching Starlight from the East, but never at the same spot. I just tried a few times and one time I CTD'd before getting to the movie screen, the next time I CTD'd after fighting some robots and then going into workshop mode in the Settlement.

Approaching from the North was the work around. (No CTD)
 
I have a really bizarre bug to report, not 100% sure whether it relates to Starlight or Greentop, but I've chosen to place it under Starlight since something to do with Starlight seems to be originating the problem.

Basically, the game somehow has the two settlements confused. If I try to fast travel to Starlight it takes me to Greentop. I can only fast travel to Starlight now if I instead travel to Mercer safehouse - I got the settlement as part of the Railroad quest instead of Minutemen.

I started a city plan using Deacon as the leader at Greentop. Everything was going fine there, no crashes or other issues, except that somehow the game thinks Greentop is Starlight. I thought this might have something to do with the Railroad, perhaps the fact that Mercer safehouse is part of this playthrough. While I'm at Greentop, the Reports all say Greentop, however the city planner desk reports the settlement as Starlight. To fix the problem, I unassigned Deacon from the desk at Greentop and tried starting a city plan at Starlight with Codsworth as the leader. That has started working fine, except that the game still has the settlements confused somehow and the city planner desk has now disappeared from Greentop, and all the notifications are referencing Greentop but actually referring to new construction at Starlight.

I'm not sure how well I'm explaining this because the problem itself is so confusing. I decided to nuke the Greentop settlement using the Holotape, because the desk has disappeared and the settlement is over build limit and won't let me build another one. Once I've done this I'll take back the city at Starlight, nuke it and try to start again using only one of those settlements as a ROTC.

I just don't even know where to start with this. I've tried Googling it but can't find anyone else with the same problem.

*UPDATE*

I started the self destruct sequence at Starlight. Now when I try to fast travel to Greentop I end up at Starlight. There is something off with the planners desk confusing the two settlements. I attempted to self destruct Greentop but got CTD's, if I fast travel to Gullet Sinkhole and approach Greentop on foot I now get CTD's as well. I'm either going to just ignore Greentop and not go anywhere near it or try to find a save before I started the city plan at Greentop.

As an update to this bug report, I used the planners desk at Starlight to 'take back settlement' then deleted the desk and am just building that settlement up manually. Some structural elements from the city plan are not able to be removed but I'm working around that.

THE BUG

After playing a few more hours I decided to try using some city plans again. It seems this bug is bigger than just Starlight. I tried to build a city plan at Somerville and Jamaica Plains, both times the desk reported the city as being lead by Jun Long, who is the city leader at Tenpines. I immediately scrapped the desk both times and left those settlements to manually build. I tried again at Hangmans and that time it said N/A and the city has started to build fine.

I am assuming had I gone ahead at Somerville or Jamaica Plains and selected a city plan, I would've got the same initial problem where the two settlements lead by Jun Long would've got confused and glitched out. I'm wondering if this bug has something to do with the city leader addon mods I dl'ed.
