SS2 rise of the common wealth Graygarden plan crashing

I regret using this plan because I can't enter the settlement without it crashing my game.
I'm trying to change the city plan but I can't even get to the desk to change it.

I had ONE attack that failed and now settlement happiness is at 20% I got a warning I'll lose it if nothing changes.

Is there a way I can change it outside the settlement or am I just screwed?

I have no conflicting mods it that changes the land or scrap anything.

Currently there is no way to remotely change or destroy a settlement. You can set WSFW settings to not let settlements leave but that won't help the crash issue.
