Closed Spectacle island

Is this mod not intended to be used on the island? I assign Curie but nothing happens, it just says shes the leader but nothing else happens. Same with far harbor and Longfellow.

At this time it does not include DLC settlements.
or
Spectacle Island, Covenant, Bunker Hill or Starlight Drive in.
